O presente artigo objetiva compreender se o Judiciário pode vetar a implementação de uma Política Pública em decorrência dos parâmetros ideológicos sustentados pelo gestor público que a formatou. Para tanto, tomou-se como ponto de partida o seguinte problema de pesquisa: é possível que o Poder Judiciário proíba uma política pública a partir da ideologia desta? O trabalho foi dividido em três capítulos; o primeiro deles trazendo a discussão atinente ao pós-positivismo jurídico neste país; o segundo visando esclarecer a respeito do (...) conceito de ideologia; e o terceiro e último abordando o controle judicial sobre as chamadas escolas cívico-militares. Ao cabo, concluiu-se que a intromissão do judiciário nesta seara constitui-se em caso de ativismo judicial, que desvirtua e corrompe a separação dos poderes. O mandato político concedido ao gestor público concede a ele a liberdade de escolher a maneira como conduzirá suas ações, desde que constitucionais. Utilizou-se, na pesquisa, os métodos qualitativo e bibliográfico de pesquisa. (shrink)

It is not about Off the Lip 2017, the novel symposium format we developed to collaboratively create a publication resulting in this special issue of AVANT. It is not about the seemingly heterogeneous collection of papers that follow this preface. Collaborative Approaches to Cognitive Innovation required something else, something we are (...) starting to capture in the four GIFT principles. While this special issue is not solely about CogNovo, Off the Lip events, or the content of the following submissions, all these aforementioned elements were necessary to shape our current understanding of Cognitive Innovation, the very process which led to numerous publications, exhibitions, and events during the past three years. In a sense, all of our previous endeavours have culminated in this collection of 26 distinct pieces of work, yet we hope and believe that this special issue also marks a beginning. Let us explain. O propósito deste artigo é o de pensar sobre uma estética a partir da filosofia de Gilles Deleuze e Félix Guattari. Trata-se de uma estética da imanência, ou seja, a filosofia deve pensar com a arte e não sobre a arte. Nesse sentido, em um primeiro momento, discutiremos como a filosofia inventa conceitos, em seguida, detalharemos o conceito de bloco de sensações como produto do encontro da filosofia com a arte. The paper starts by distinguishing between two kinds of economic practice: theoretical economic practice (TEP) (model and theory building) and direct economic practice (DEP) (the practical operation upon real economies). Most of the epistemological and philosophical considerations have been directed to the first type of practice, one of whose main goals is the discovery of particular sorts of economic laws, mechanisms and other regularities which throw light on relevant economic patterns. We do not deny that in some restricted domains these (...) kinds of regularities may be found. Rather, we claim that the realm of economics is best understood as consisting of processes whose regular structure (if they have one at all) is not guaranteed beforehand but may be crucially influenced and successfully enforced by what we call DEP. We claim that (a) some economic processes are a particular type of social process that will be referred to as Expectations-Based Processes (EBP). Characteristically, an EBP shows a connection between the information that individuals receive from the relevant economic context, the expectations they form, and the actions they perform; (b) in those cases in which EBP exhibit a regular behaviour, they depend on agents' expectations and, crucially, we argue, on interventions upon them. Authorities as well as other economic actors may intervene to change agents' expectations (and therefore, their decisions), contributing to shape EBP and helping to produce the patterns that lead to some targeted economic phenomena. These features of EBP show that they are not shielded from external influences and they do not run autonomously once triggered. Therefore they cannot be conceived as mechanisms or as economic machines. Rather they are open-ended processes that require continuous prodding on the part of policy makers to keep them running in the intended way. (shrink)

With advances in research environments and the accompanying increase in the complexity of research projects, the range of skills required to carry out research calls for an increase in interdisciplinary and collaborative work. CogNovo, a doctoral training program for 25 PhD students, provided a unique opportunity to observe and analyze collaborative processes. We propose a process-oriented framework for understanding research collaborations along two dimensions: interpersonal and project-related. To illustrate the utility of this process-oriented framework, we apply the framework matrix to (...) several collaborations that emerged within the CogNovo program. The framework that we introduce has several advantages over existing metrics. Firstly, we offer a process-oriented—as opposed to product-oriented—evaluation of interdisciplinary and collaborative endeavors. Secondly, we propose a means of assessment that preserves the distinctive profile (or “fingerprint”) of a given collaborative project, thus capturing the uniqueness of each project and its environment. This volume unites various contributions reflecting the intellectual interests exhibited by Professor Herman Parret (Institute of Philosophy, Leuven), who has continued to observe, and often critically assess, ongoing developments in pragmatics throughout his career. In fact, Parret's contributions to philosophical and empirical/linguistic pragmatics present substantive proposals in the epistemics of communication, while simultaneously offering meta-comments on the ideological premises of extant pragmatic analyses. In a lengthy introduction, an overview is provided of his achievements in promoting an integrated, "maximalist" pragmatics, as (...) well as of the links between his own work in philosophy of language and in semiotics and aesthetics. The remaining 12 essays address relevant pragmatic themes or look into the relation between pragmatics and neighboring disciplines. They deal with grammatical deixis (Brisard, Ikegami) and mood (van der Auwera & Schalley), performativity (Harnish, Holdcroft), speech-act types and their praxeological dimensions (Roulet, Van Overbeke), Wittgensteinian language games (Marques, Parisi), cultural and intercultural identities (Vandenabeele, Verschueren), and the visual arts (Wildgen). In this paper, we study the lattice of r.e. subspaces of a recursively presented vector space V ∞ with regard to the various complexity-theoretic speed-up properties such as speedable, effectively speedable, levelable, and effectively levelable introduced by Blum and Marques. In particular, we study the interplay between an r.e. basis A for a subspace V of V ∞ and V with regard to these properties. We show for example that if A or V is speedable , then V is (...) levelable . We also show that if A is an r.e. subset of a recursive basis for V ∞ , then A is levelable iff V is speedable while it is not the case that A is levelable iff V is speedable. We also provide several contrasts between the lattice of r.e. subspaces and the lattice of r.e. sets with respect to these speed-up properties. For example, every maximal set is levelable but we show that there exist supermaximal spaces which are nonspeedable in all possible r.e. degrees as well as supermaximal spaces which are levelable in all r.e. degrees which contain levelable sets. Externalism about artifactual words requires that (a) members of an artifactual word’s extension share a common nature, i.e. a set of necessary features, and (b) that possession of such features determines the word’s extension independently of whether the linguistic community is aware of them (ignorance) or can accurately describe them (error). However, many common artifactual words appear to be so used that features that are universally shared among members of their extensions are hard to come by, and even fewer can (...) be plausibly regarded as necessary; morevoer, it is highly doubtful that a speaker could manage to refer to kind A while being utterly ignorant of the role the As play in the A-producing community, and it is no less doubtful that an artifactual word that was used to refer to certain objects would keep referring to them (and be regarded as having referred to them) once it has been shown that the associated description is utterly false of such objects, the reason being that we could easily make things that do fit the associated description. Against generalized externalism, it is suggested that artifactual words come in (at least) three different semantic varieties: a few have an externalist semantics, others have an internalist semantics, still others have neither but rather behave as “family names” in Wittgenstein’s sense. This essay examines how being-historical thinking is enacted through specific motifs, which prompts an Auseinandersetzung with the modem age of machination. The earth is one such motif that arises in Contributions to Philosophy, calling for a nuanced language to enact being-historical thinking, on the one hand, and, on the other, marking a sharp divergence from the objectifying discourse of modern science and technicity. It is shown that Heidegger’s appeal to the earth not only yields a deeper meaning of what it (...) means to dwell in harmony with nature, but also that the proprietorship of dwelling provides a hint to reestablish the place of the political outside the rule of technicity. This unusually accessible account of recent Anglo-American philosophy focuses on how that philosophy has challenged deeply held notions of subjectivity, mind, and language. The book is designed on a broad canvas in which recent arguments are placed in a historical context (in particular they are related to medieval philosophy and German idealism). The author then explores such topics as mental content, moral realism, realism and antirealism, and the character of subjectivity. Much of the book is devoted to an investigation of (...) Donald Davidson's philosophy, and there is also a sustained critique of the position of Richard Rorty. A final chapter defends the realist position against objections from postmodern thought. As a rigorous and historically sensitive account of recent philosophy, this book should enjoy a wide readership among philosophers of many different persuasions, literary theorists, and social scientists who have been influenced by postmodern thought. Stand-up specials seem to resemble news reporting and documentary film in that they appear prima facie to be mere documentation of an event designed to give viewers the sense of what happened at a place at a time. Closer examination, however, throws doubt upon this transparency claim and it is argued that filmic realism is not the proper lens through which to understand stand-up specials, that they represent a more artistic medium in which the director of the special needs to (...) be seen as an artist along with the comedian. Neste artigo, compreendemos como a perspectiva de Thomas S. Kuhn influencia a Filosofia das Ciências em aspectos de comunidade científica. Para isso, partimos do seguinte problema: se o pensamento de Kuhn é caracterizado por uma Teoria Social da Investigação Científica, então essa teoria endossa alguma forma de Tese Construcionista Social? Nossa hipótese é que se a Teoria Social da Investigação Científica é referente à atividade social dos cientistas em comunidade, então isso não é suficiente para endossar alguma forma de Tese (...) Construcionista Social. Dito isso, nosso objetivo é compreender essas duas interpretações do pensamento de Kuhn para a diferenciação da Teoria Social da Investigação Científica em relação à perspectiva epistemológica Construcionista Social. Justificamos esse trabalho a partir do legado de Kuhn para a proliferação de concepções teóricas e epistemológicas nas ciências. Nesse sentido, analisamos duas concepções: 1. a Teoria Social da Investigação Científica a partir das interpretações de Luiz Henrique Dutra; e 2. o Construcionismo Social a partir das críticas de Ian Hacking. Using a prototype approach, we assessed people’s lay conceptions of intuition and analysis. Open-ended descriptions of intuition and analysis were generated by participants (Study 1) and resulting exemplars were sorted into features subsequently rated in centrality by independent participants (Study 2). Feature centrality was validated by showing that participants were quicker and more accurate in classifying central (as compared to peripheral) features (Study 3). Centrality ratings suggested a single-factor structure describing analysis but revealed that participants held lay conceptions of intuition (...) as involving two different types of processes: (1) as an automatic, affective, and non-logical processing, and (2) as a holistic processing that can assist in problem-solving. Additional analyses showed that the centrality ratings of intuition’s facets were predicted by participants’ self-reported intuitive style, suggesting intuition is differently perceived by intuitive and non-intuitive people. We discuss the implications of these results for the study of intuition and analysis. (shrink)

Geographical and geospatial ontologies are receiving a considerable attention in information technology, due to three different factors: the growing diffusion of Geographic Information Systems (GIS), their use in different applications and the impulse given by Semantic Web to this research area. The aim of these pages is to describe what a geo-information ontology is, in order to systematize the contemporary debate. In the first part, we delineate the domain of ontology of geography within the contemporary philosophical context. In the second (...) part, we define the meaning of ontology in the information technology domain. Based on the results of [11] this paper delivers uniform algorithms for deciding whether a finitely axiomatizable tense logic has the finite model property, is complete with respect to Kripke semantics, is strongly complete with respect to Kripke semantics, is d-persistent, is r-persistent.It is also proved that a tense logic is strongly complete iff the corresponding variety of bimodal algebras is complex, and that a tense logic is d-persistent iff it is complete and its Kripke frames form a first order (...) definable class. From this we obtain many natural non-d-persistent tense logics whose corresponding varieties of bimodal algebras are complex. (shrink)

(2) In books where there are images such as portraits, maps, sketches etc We have endeavoured to keep the quality of these images, so they represent accurately the original artefact. Although occasionally there may be certain imperfections with these old texts, we feel they deserve to be made available for future generations to enjoy.

The restructuration of municipalities which has been decided by the Belgian government, is not only a purely technical operatzon but rather, and in the first place, a social problem. The shape and duty-profile of a local authority should not, indeed, be attuned only to fast changing expectations as far as services are concerned, but to consultation and participation as well.Public administration research cannot keep aloof from this debate, but is considerably hampered by the institutional confusion and the insufficient explicitation of (...) the aims of the present reform. A starting-pointcan, however, be found in the mergers of municipalities that were realized in 1964 and in 1970/1971. In 67 of these municipalities an inquiry was held concerning the consequences of the merger, and moreover, in twotest-cases this inquiry grew to a full-scale systematic policy analysis.This research shows that, as a rule, the former municipalities are reasonably represented in the new entity's council, but it also reveals that few efforts are made to give this representation a broader impact along formal or informal participation-channels. Integration of employees has not caused insurmountable problems. However, in large sized municipalities, resulting from mergers, one could notice a drastic increase in municipal personnel, not only with regard to new duties and objectives but to traditional administrative and police duties as well. Such a phenomenon points to the far-reaching changes which a substantial scale-increase provokes in a municipality's structure and policy profile. A large municipality resulting from mergers is no langer a simple sum of component parts, but a completely new entity, wishing to catch up as fast as possible with comparable municipalities that passed through a progressive growth process. Therefore, scale-increase is not only a means of economizing or an intra-administrative matter, but rather a way of creating chances for further development or wealth and well-being. (shrink)
